- Agricultural Structure Policy Division
- This Division shall take charge of the following tasks.
- 1. Management
- a. Establishing, generalizing, and adjusting major business plans for the agricultural Structure Policy Bureau
- b. The allotment and execution a budget for the agricultural Structure Policy Bureau
- c. affairs in relation to the event of the Farmers' Day
- d. Taking overall charge of the businesses of the Presidential Commission on Sustainable Development
- e. The businesses of the Forestry administration
- f. Businesses related to the industrial policy examination meeting, the industrial accumulation examination meeting, and the energy policy examination meeting
- g. General affairs of the agricultural Structure Policy Bureau and matters which are not covered by other departments
- 2. Planning 1
- a. Developing and complementing mid- and long-term policies to improve agricultural structure
- b. arranging and predicting agriculture-related long-term prospect indexes
- c. Supervising the enforcement of the basic law for agriculture and farming villages and the rural villages development special measures law
- d. Operating the central agricultural administration examination council
- e. The development of agricultural policy research subjects and the Korea Rural Economic Institute
- f. Establishing and adjusting mid- and long-term investment and loan plans in agriculture and forestry sectors
- g. Businesses related to the agriculture and fishery industries and the rural villages special measures committee
- 3. Planning 2
- a. Planning businesses in order to understand the current condition of North Korean agriculture, promote cooperation between the two Koreas, and to prepare for the unification of Koreas
- b. Supervising the businesses to support North Korea
- c. Supervising the businesses related to cooperative and investment projects between South North Koreas
- d. Business cooperation between relevant ministries and agencies in connection with North Korea
- e. Supervising domestic actions and conducting overseas investigations in preparation against the opening of the agricultural products market
- f. Supervising domestic actions and conducting overseas investigations in preparation against the conclusion of free trade agreements

- a. Fostering regional agricultural clusters

- a. Supervising and adjusting farm households income policies
- b. Investigating and researching into the farm households income and stable management policies promoted by each bureau
- c. Preparing yearly reports on agricultural administration and on the structural adjustment of agricultural, forestry and marine industries in accordance with the special law on the execution of World trade Organization agreements
- d. Supervising agriculture structural adjustment policies
- e. Supervising the direct payment system
- f. Supervising the affairs related to the enforcement of the special law on the execution of World trade Organization agreements

- a. Developing an agricultural and forestry industries insurance system
- b. Operating a crops disaster insurance system
- c. The establishment and revision of damage evaluation methods and guidelines
- d. Researching into an overseas agricultural disasters insurance system
- Farmland Policy Division
- This Division shall take charge of the following tasks.
- 1. The agricultural land management fund
- a. Establishing and operating plans for the agricultural land management fund
- b. Supervising the evaluation of the agricultural land management fund
- c. Operating the council to examine the agricultural land management fund
- d. Operating the Korea agricultural and Rural Infrastructure Corporation, the agricultural land management fund law, and provisions for the agricultural land management fund
- e. Operating the systems related to the expenses to construct agricultural land
- f. The policies to support agricultural promotion regions
- 2. agricultural land systems
- a. Operating the agricultural land law and improving the systems related to the planning of agricultural land policies and taxes
- b. Operating the systems to certify the eligibilities to possess and/or acquire agricultural land including the recognition of the acquisition of agricultural land for test and research purposes
- c. agricultural land price and transaction tendencies
- d. affairs connected to land-related consultations with other ministries and agencies
- 3. The use of agricultural land
- a. The working of an agricultural land bank system
- b. The disposal of agricultural land which is not used for agricultural purposes
- c. The promotion and application of the direct payment system to the regions where conditions are not advantageous
- d. The operation of the agricultural land management committee and to the training of the committee members
- e. The support and enforcement of the projects to promote the use of agricultural land

- a. Operating the systems to manage agricultural promotion regions and preserve agricultural land
- b. The permission of and consultations on the appropriation of agricultural land (excluding the affairs related to the formation of park plans and tourist resorts)
- c. Consultations on agricultural land including the national land plan law (excluding consultations on a national land comprehensive plan, a metropolitan city plan, an urban basic plan, the departmentalization of controlled areas, and the cancellation and changes of development restricted areas)
- d. Operating the agricultural land appropriation adjustment and examination committee
- e. The prevention and cracking down of the illegal appropriation of agricultural land
- 5. agricultural land preservation 2
- a. Consultations to form park plans and tourist resorts
- b. Consultations on a national land comprehensive plan, a metropolitan city plan, and an urban basic plan
- c. Consultations on dividing areas controlled by the government
- d. Consultations on the areas whose development is restricted
- e. The cooperation with other ministries and agencies for the operation of the agricultural land preservation-related committees

- a. The management and computerization of the original register of agricultural land
- b. The comprehensive informatization of agricultural land
- c. The topography information system of farming villages
- d. Other informatization-related affairs which are to be done by the agricultural Land Department
- Agricultural Management Human Resource Division
- This Division shall take charge of the following tasks.
- 1. Management business
- a. Supervising the businesses to foster agricultural ventures
- b. Spearing and managing the agricultural venture investment union
- c. Fostering farmers with new knowledge
- d. General affairs of the department
- 2. The fostering of agricultural manpower
- a. Supervising the businesses to foster agricultural manpower
- b. Fostering succeeding agricultural managers and conducting follow-up control over them
- c. Fostering succeeding farmers into industrial technicians
- d. Providing useful information to those who come back to rural community
- 3. The education of farmers
- a. Establishing and executing the plans to educate and train farmers and agricultural leaders
- b. Educating and training farmers
- c. Directing and supervising the agricultural training center
- d. Managing farming village PR centers
- 4. The fostering and support of agricultural management establishments
- a. Supervising the support for agricultural management renovation
- b. Supporting the consulting on agricultural management
- c. The fostering of agricultural corporations (farming societies and agricultural firms)
- d. Operating an agricultural training system for foreign farmers
- Agricultural Cooperative Division
- This Division shall take charge of the following tasks.
- 1. Management business
- a. Providing ordinary guidance and supervision to the cooperative federation
- b. Taking overall charge of affairs about agriculture-related taxes and charges
- c. Taking overall charge of affairs about agriculture-related public utilities charges
- 2. Cooperation 1
- a. a cooperative federation system and planning for agricultural and forestry industries
- b. authorizing the establishment, amalgamation and dissolution of a cooperative federation and a change in its bylaws
- c. Supervising economic projects of the cooperative federation
- d. The establishment of item federations' association
- e. Establishing and revising cooperative federation-related laws and regulations
- f. The liquidation of insolvent federations

- a. The reform of agricultural finances
- b. The separation of the credit business from economic businesses of the cooperative federation

- The Division shall assist the auditing chief in connection with the following affairs.
- 1. The fostering of female manpower
- a. Establishing a basic plan to foster female farmers and generalizing and adjusting policies for the women living in farming villages
- b. The enhancement of agricultural management abilities to make women professional agricultural manpower
- c. The expansion of the participation of female farmers in deciding agricultural and forestry policies
- d. The operation of the female farmers center
- e. Supporting the expenses to bring up infants and children of farmers
- f. Promoting business cooperation with female farmers' bodies and encouraging the business projects entrusted to private corporations
- 2. The welfare of the women living in farming villages
- a. The welfare of women living in farming villages and their families
- b. The enhancement of the life quality of female farmers including a farm households support system
- c. Supervising the businesses which are to be accomplished through the cooperation of farmers, consumers' bodies and the government
- d. Improving the educational conditions of farming villages
- e. Business cooperation with welfare-related female farmers' bodies
- f. Welfare foundations connected to women, family, and others
- g. Other affairs related to the welfare of women, family, and farming villages

- The Division shall assist the auditing chief in connection with the following affairs.

- a. Plan and adjustment of auditing business
- b. The operation of self-auditing organizations
- c. auditing the National agricultural Cooperative Federation and its member organizations
- d. General affairs in the auditing chief's room
- 2. The prevention of corruption
- a. Establishing, promoting and supervising plans to intensify the discipline of public offices and prevent corruption
- b. Inspecting the discipline of affiliated organizations and bodies
- c. Headquarters auditing and daily auditing
- d. Investigating and treating petitions and irregularities including those presented by other ministries and agencies
- e. The registration and examination of the properties of public officials, reports on gifts and limits to employment

- a. Integrating the materials to be audited by the Board of audit and Inspection and doing liaison businesses
- b. Supervising the work of the auditing information comprehensive system
