  • This Division shall assist the chief officer in relation to the following affairs.
    • 1. Innovation planning
      • a. Establishing long- and short-term plans to promote innovation
      • b. Establishing innovation strategies and directions
      • c. Managing and maintaining organizations that pursue innovation
      • d. Support for innovation activities
      • e. Operating an incentive system to promote innovation
      • f. Managing a innovation portal site
      • g. Support to promote the innovation of affiliated organizations
      • h. Establishing a innovation-related budget plan
      • i. Matters which are not covered by other officers in the Policy Management and Public Relations Officer
    • 2. Innovation management
      • a. The derivation of innovation subjects
      • b. Executing and managing innovation subjects
      • c. Supervising the improvement of the administrative system and the civil petitions system
      • d. Taking care of innovation management cards for each department and agency
      • e. Identifying and publishing innovation cases
    • 3. Organization
      • a. Managing the formation and regular staffs of the Ministry of Agriculture and Forestry and affiliated organizations
      • b. Establishing and revising the provisions for the division of duties
      • c. Establishing and revising the provisions for commission and arbitrary decision
      • d. Supervising committee arrangement
      • e. Supervising the innovation of the management of public enterprises
      • f. Basic operational provisions for the organizations which are to be operated with responsibility
      • g. Businesses of the Presidential Committee on Government Innovation and Decentralization
    • 4. Personnel matters
      • a. Recruitment, promotion, and transfer of staff
      • b. Appointment of officers to stay abroad
      • c. Multi-faceted evaluation of staff
      • d. Dispatch and temporary retirement and dismissal from office
      • e. Employment of open posts
      • f. Appointment of the executives of subordinate bodies and associations
      • g. Preparing a recruiting plan and managing regular and current staffs
      • h. Managing various personnel system (PPSS records)

      • a. Assessment of service records and merit-based bonuses
      • b. Operation of a goal management system
      • c. Prizes and decorations for public staff
      • d. Supervising domestic long- and short-term education and training and education plans
      • e. Long- and short-term overseas training
      • f. Punishments and requests
      • g. Salary class, career, training, addition of points, and evaluation points
