* Producers (farmers/fishermen) grow and market products to local merchants or cooperatives- Convergence of agro-fisheries with secondary and tertiary industries
* Integrating second and tertiary industries into primary industry, thereby enhancing added values and export industrialization of agro-fisheries- Agro-fisheries remains in the stage of production by farmers and fishermen
* Facing difficulties in creating new demand since the agro-fishery sector fails to be combined with processing, marketing, and tourism- Producers (farmer/fishermen) take the lead, granting authority and responsibility at the same time
* Realizing organized production and marketing and encouraging the use of private capital and labor- The central government takes the lead in promoting policies
